"Aperitif with the author" in Asiago, cultural meetings organized by the Giunti al Punto Library
Saturday, August 28, 2021 will be held a new meeting of the literary review"Aperitif with the author",organized by the library Giunti al Punto di Asiago.
Andrea Giovanardi will present to the public his book "Autonomy, differentiation, responsibility - Numbers, principles and perspectives of regionalism strengthened".
The meeting will be held as always in Piazza Carli at the piazzale del Duomo,in the center of Asiago,at 5.30pm.

The Italian Constitution recognizes institutional pluralism and the principle of responsibility. In order to implement it, it enshrines thefinancial autonomy of regions and local authorities,to which the principle of territoriality of taxes is functional. It also recognises the principles of subsidiarity and differentiation.
With the aim of overcoming the dogma of uniformity in the organisation of public services and experimenting with the possible advantages of differentiation, the reform of Title V has provided for a model of "strengthened" regionalism for regions that want to obtain the devolution of greater functions and competences, together with the related financial resources.
For a long time remained on paper, since 2017 this path has been undertaken by some regions (Lombardy, Veneto, Emilia-Romagna), against whose demands a transversal barrage has risen animated by an egalitarian vision and a solidarity that one would like to be unlimited and unconditional. The accusation of wanting to implement a disguised secession, aimed at the northern regions, hides a decades-old reality made up of enormous transfers of resources between territories, which have been of no benefit in reducing the gaps between the different parts of the country and in helping the less developed areas.
With an analysis conducted both on the economic side and on that of the juridical-institutional structures, the book questions the prospects of differentiated regionalism, doing justice to objections that appear inconsistent and in many cases instrumental to the maintenance of the status quo, to the detriment of both the northern and southern regions.
