ORDINANCE N. 65 OF 13-06-2022 OF THE MUNICIPALITY OF ASIAGO
Subject: THIRD ALPINE GROUPING MEETING 2022 SCHEDULED FOR 8, 9 AND 10 JULY 2022 - ADOPTION OF ROAD TRAFFIC DEVICES FOR CITY ROAD TRAFFIC

GIVEN that on 8 9 and 10 July 2022 in Asiago will take place the Meeting of the 3rd Alpine Grouping 2020 with ceremonies and unveiling scheduled for Friday 8 July and Sunday 10 July 2022;
CONSIDERING the heavy impact on the viability that such an influx of "Penne Nere" will entail in the Province of Vicenza and in particular in the area of the so-called "Alto Vicentino".
CONSIDERING that the event in question mentioned will involve a considerable influx both inside and through the municipalities of the Altopiano dei Sette Comuni and in particular in the territory of the Municipality of Asiago where a very high number of people will arrive mainly using buses and vehicles such as cars, trucks, motorhomes and motorcycles;
RECOGNISED the need on that occasion, in order to allow the proper conduct of the event, as well as to ensure road safety and public safety, to adopt specific road measures of the city road traffic in the light of the road situation and the exceptional nature of the event and in particular:
ONE WAY (for all vehicles except Buses)
- from 07.00 to 14.00 on Sunday 10 July 2022, the implementation of a one-way travel is arranged for all vehicles, except for buses heading to Asiago and coming from the S.P, 349 called "Cost" starting from:
Via Francesco Baracca (Consortium among the Dairies of the Plateau);
Via Morar, Via Ceresara, Via Cairoli, Via Matteotti (Istituto Mario Rigoni Stern) and up to the intersection with the street of Santa Maria Maddalena.
ONE WAY (Only for vehicles heading to the Northern districts)
- from 07.00 to 14.00 on Sunday 10 July 2022, the implementation of a one-way street is arranged for all vehicles, except for buses heading to the northern districts of Asiago and coming from the S.P, 349 called "Cost" starting from:
Via Francesco Baracca (Consortium among the Dairies of the Plateau);
Via Verdi – Eni Roundabout;
Via Lavarone;
ONE WAY (Only for BUS)
- Coming from the S.P, 349 called "Cost" starting from:
Via Francesco Baracca, Via Verdi (Passenger unloading) – Rotonda Eni, Via Lavarone, Via Berga towards Trento;
- Coming from the S.P, 72 called "of the Brotherhood" starting from:
Location Turcio – Gallio – SP 76 della Valgadena – Via Rendola – Via Ebene with rest areas set up in Via Rendola (Girardi), Via Patrioti (APO Legnami), Via Ebene (lawn area) and inside the Romeo Sartori Airport of Asiago;
TWO-WAY RING (Only for motorcycles and motor vehicles)
- from 07.00 to 14.00 on Sunday 10 July 2022, the implementation of a two-way ring is arranged for all vehicles, except for buses heading to Asiago and coming from the S.P, 72 called "della Fratellanza" starting from: Località Turcio – Ospedale – S. Maria Maddalena – Contrada Pennar and locality Goccia;
- from 07.00 to 14.00 on Sunday 10 July 2022, the implementation of a two-way ring in Via Berga is arranged for all vehicles, except buses coming from Asiago and heading towards Trento. (Buses coming from Trento will be diverted in the direction of Canove -Asiago starting from the town of Camporovere in the territory of the Municipality of Roana).
PARKING - PARKING AND REMOVAL AREAS - ZTL
- from 08.00 on Monday 4 July 2022 to 20.00 on Monday 11 July 2022 a ban on parking with forced removal is established throughout the area of the Martiri della Libertà parking lot where a tensile structure will be set up to support the event.
- from 08.00 on Friday 8 July 2022 to 20.00 on Sunday 10 July 2022 a ban on parking with forced removal is established throughout the parking area of the Ice Stadium (small and large), Via Verdi (small and large intended for fanfares);
- from 20.00 Saturday 9 July 2022 to 20.00 on Sunday 10 July 2022 a ban on parking with forced removal is established inside the square in front of the Consortium among the Dairies of the Plateau and to climb in the parking lots prepared in loc. Kaberlaba for BUSES;
- from 08.00 on Friday 8 July 2022 to 20.00 on Sunday 10 July 2022 a ban on parking with forced removal is established throughout the parking area of the former Elementary School where the structures of the P.M.A. and the parking lot of the Former Justice of the Peace will be placed where the Tribune of Honor of the Authorities will be installed.
- from 13.00 to 19:00 on Friday 8 July 2022 a ban on parking with forced removal is established throughout the area of the inaugural parade starting from Piazzetta della Pesa, Via Matteotti and Viale della Vittoria;
- from 13.00 on Wednesday 6 July 2022 to 24.00 on Sunday 10 July 2022 throughout the historic center starting from P.tta della Pesa, Piazza Carli and Largo Odegar the extended ZTL is established;
- from 20.00 Saturday 9 July 2022 to 20.00 on Sunday 10 July 2022 a ban on parking with forced removal is established throughout the area of the parade between Viale della Stazione, Via Garibaldi, Via Matteotti, Viale della Vittoria, Via Battaglione 7 Comuni, Via Matteotti, Piazzetta della Pesa, Via Verdi, Largo Odegar and Trento Trieste (place of dissolution).
- from 20.00 Saturday 9 July 2022 to 20.00 on Sunday 10 July 2022 a ban on parking with forced removal is established in Via Patrioti from the intersection with Via Battaglione Sette Comuni (Retirement Home) and up to Piazzetta della Croce, in Via Dalla Zuanna and in Via Cesare Battisti in the stretch between Piazzetta della Pesa and Via Cinque.
- from 20.00 Saturday 9 July 2022 to 20.00 on Sunday 10 July 2022 a ban on parking with forced removal in Piazza della Reggenza is established
- to reserve the right to take urgent and immediate measures, in the event of unforeseen conditions of serious danger so require.
Having assumed the competence to adopt this act, pursuant to the Mayor's Decree no. 6 - Reg. Gen. n. 6 of 03.06.2019 of appointment of the holders of organizational position from 15 June 2019, with a three-year duration unless the right to revoke.

From the aforementioned obligations and prescriptions are exclusive the means of the organization, law enforcement, first aid and emergency vehicles.
This ordinance will be made known to the public through appropriate road signs to be placed at the expense and care of the organizers of the event, in collaboration with the Local Police Command.
In accordance with art. 3 – paragraph 4 of Law No 241 of 7 August 1990, please note that an appeal may be lodged against this measure:
- within 60 days from the notification of this measure to the regional administrative court in the terms and in the manner provided for by art. 2 and following of Law no. 1034 of 6 December 1971;
- within 120 days of notification of this measure to the President of the Republic, in the terms and in the manner provided for by art. 8 and following of presidential decree no. 1199 of 24 November 1971.
In relation to the provisions of art. 37 - paragraph 3 of Legislative Decree no. 285/1992, always within 60 days may be appealed, by those who have an interest in affixing the signs, in relation to the nature of the signs affixed, to the Ministry of Public Works, with the procedure referred to in art. 74 of the regulation, approved by Presidential Decree no. 495/1992.
In accordance with art. 8 of the same law 241/1990, it is announced that responsible for the procedure is the Deputy Commander of the Local Police.
For transgressions, the penalties provided for in Articles. 6 and 7 of the Highway Code.
