COVID-19 epidemiological containment and emergency management measures valid throughout the country

Yesterday, 4 March 2020,the President of the Council of Ministers, Giuseppe Conte,signed a new Dpcm with measures to counter and contain the spread of Coronavirus.

The measures are valid for the entire national territory,therefore, in particular, also for the Veneto region and theAsiago Plateau.

This is the text of the decree:

The President of the Council of Ministers

View of the law 23 August 1988, No. 400;

Given the decree-law 23 February 2020, No. 6, which states 'Urgent measures on the containment and management of the epidemiological emergency from COVID-19' and, in particular, Article 3;

In view of the decree of the President of the Council of Ministers 23 February 2020, bearing "Implementing provisions of the Decree-Law 23 February 2020, No. 6, bearing urgent measures on the containment and management of the epidemiological emergency from COVID-19", published in the Official Journal 45 of 23 February 2020;

In view of the decree of the President of the Council of Ministers 25 February 2020, bearing "Additional implementing provisions of the Decree-Law 23 February 2020, No. 6, bearing urgent measures on the containment and management of the epidemiological emergency from COVID-19", published in the Official Journal 47 of 25 February 2020;

In view of the decree of the President of the Council of Ministers 1 March 2020, bearing "Additional implementing provisions of the Decree-Law 23 February 2020, No. 6, bearing urgent measures on the containment and management of the epidemiological emergency from COVID-19", published in the Official Journal 52 of 1 March 2020;

Given that the World Health Organization on 30 January 2020 declared the COVID-19 outbreak an international public health emergency;

Given the decision of the Council of Ministers on 31 January 2020, which declared, for six months, a state of emergency on the national territory relating to health risk related to the onset of diseases arising from communicable viral agents;

Given the evolution of the epidemiological situation, the particularly widespread nature of the epidemic and the increase in cases on the national territory;

It is considered necessary to regulate in a unified way the framework of the interventions and implementation measures of the Decree-Law 23 February 2020, No 6, to be applied uniformly throughout the country, as well as to identify further measures;

In addition, given that the supranational dimensions of the epidemic and the involvement of several areas on the national territory necessitato measures to ensure uniformity in the implementation of the prophylaxis programmes developed at the site. international and European;

In view of the indications made by the Scientific Technical Committee under Article 2 of the Order of the Head of the Department of Civil Protection on 3 February 2020, No 630, in the sessions of 2, 3 and 4 March 2020;

Decrees:

Art. 1
(Measures for contrast and containment throughout the country of the spread of the COVID-19 virus)

1. In order to counteract and contain the spread of the COVID-19 virus, the following measures apply throughout the country:

(a) ❌ conferences, meetings, meetings and social events are suspended, involving health personnel or staff in charge of carrying out essential or public utility public services; any other convention or congressional activity is also deferred to a date after the end of the effectiveness of this decree;

(b) ❌ events and performances of any kind,including film and theatre events, are suspended in every place, both public and private, involving crowding of people so as not to allow respect for the interpersonal safe distance of at least one metre referred to in Annex 1, letter d);

(c) ❌, sporting events and competitions of all orders and disciplines, held in every place, both public and private, are also suspended; However, it remains permitted, in municipalities other than those referred to in Annex 1 to the decree of the President of the Council of Ministers 1 March 2020, and subsequent modifications, the conduct of the aforementioned events and competitions, as well as the training sessions of competitive athletes, within sports facilities used behind closed doors, or outdoors without the presence of the public; In all such cases, sports associations and clubs, through their medical staff, are required to carry out the appropriate checks to contain the risk of the spread of the COVID-19 virus among athletes, technicians, managers and all the escorts participating in it.
Basic sport and motor activities in general, carried out outdoors or inside gyms, swimming pools and sports centres of all kinds, are only allowed on the condition that it is possible to allow compliance with the recommendation of Annex 1, letter d);

(d) ❌ limited to the period following the effective period of this decree and until 15 March 2020, children's education services under Article 2 of the Legislative Decree 13 April 2017, 65, and educational activities in schools of all order and grades,as well as the frequency of school activities and higher education, including the Universities and Institutions of High Artistic Education universities for the elderly, in any case, the possibility of carrying out remote training activities; post-university courses associated with the exercise of health professions, including those for doctors in specialist training, specialist training courses, internships in the health professions, as well as the activities of schools in the ministries of the interior and defence, are excluded from suspension;

(❌) educational trips, exchange or twinning initiatives, guided tours and educational outings, however named, scheduled by educational institutions of every order and degree, are suspended;

(f) remaining as required by the letter d), the readmission into children's education services under Article 2 of the Legislative Decree 13 April 2017, No 65, and in schools of every order and degree for absences due to infectious disease subject to mandatory notification under the decree of the Minister of Health of 15 November 1990, published in the Official Journal No 6 of 8 January 1991, lasting more than five days, is presented medicalcare, also in derogation from the current provisions;

(g) school leaders also activate, for the duration of the suspension of educational activities in schools, a remote way of teaching the specific needs of students with disabilities;

(h) in universities and institutions of high musical and Korean artistic training, throughout the duration of thesuspension, educational or curricular activities can be carried out, where possible, in remote mode,identified by the same Universities and Institutions, had particular regard to the specific needs of students with disabilities; Universities and institutions, following the restoration of the ordinary functionality, ensure, where deemed necessary and in any case by identifying the modalities, the recovery of training activities as well as curricular activities or any other tests or verifications, even intermediate ones, that are functional at the completion of the educational path;

(i) for the benefit of students who are not allowed, for the needs related to the health emergency referred to in this decree, participation in the educational or curricular activities of universities and institutions of high musical and Korean artistic training, such activities can be carried out, where possible, in a remote manner, identified by the same Universities and Institutions,also had with regard to the specific needs of students with disabilities; Universities and institutions ensure, where deemed necessary and in any case by identifying their modalities, the recovery of educational activities, as well as curricular activities, or any other tests or tests, even intermediate ones, that are functional to the completion of the educational path; absences accrued by the students referred to in this letter are not counted for the purpose of possible admission to final exams and for the purposes of their assessments;

(l) ❌ is prohibited from patient carers from permanting in the waiting rooms of emergency and acceptance departments and emergency rooms (DEA/PS), except for specific different indications of the health staff in charge;

(m) the access of relatives and visitors to hospitality and long-stay facilities,assisted health residences (RSA) and residential facilities for the elderly, self-sufficient and not, is limited to the only cases indicated by the health directorate of the facility, which is required to take the necessary measures to prevent possible transmissions of infection;

n) the agile way of working governed by Articles 18 to 23 of the Act 22 May 2017, n.  81, may be applied,for the duration of the state of emergency referred to in the deliberation of the Council of Ministers 31 January 2020, by employers to any subordinate employment relationship,in accordance with the principles dictated by the provisions, even in the absence of the individual agreements provided there; The reporting obligations under Article 22 of the Act 22 May 2017, 81, are also fulfilled by telematics using the documentation made available on the website of the National Occupational Accident Insurance Institute;

(o) by appropriate executive order, in favour of candidates who have not been able to take the examination tests because of the suspension under Article 1, paragraph 1, letter f) of the decree of the President of the Council of Ministers 25 February 2020, the extension of the terms of Article 121 and 122 of the Legislative Decree 30 April 1992, N. 285;

Art. 2
(Information and prevention measures across the country)


1. The following measures also apply throughout the country:

(a) health personnel comply with the appropriate prevention measures for the spread of respiratory infections provided by the World Health Organization and apply guidelines for sanitization and disinfection of environments provided by the Ministry of Health;

b) a recommendation is made to all elderly people or suffering from chronic or multi-morbidity or with states of congenital or acquired immunodepression, to avoid leaving their home or dwelling outside cases of close need and to avoid crowded places where it is not possible to maintain the interpersonal safe distance of at least one meter, referred to in Annex 1, letter d);

(c) in the educational services for children referred to in the Legislative Decree 13 April 2017, 65, in schools of all grades and levels, in universities, in the offices of the remaining public administrations, information on the sanitary prevention measures referred to in Annex 1 is displayed in the public spaces, i.e. of increased crowding and transit;

(d) mayors and trade associations promote the dissemination of information on sanitary prevention measures referred to in Annex 1 also at shops;

(c) it is recommended that municipalities and other local authorities, as well as cultural and sporting associations, offer individual recreational activities alternative to the collective activities prohibited by this decree, which promote and promote outdoor activities, provided that they are carried out without creating gatherings of persons or carried out at the home of those concerned;

(f) in public administrations and, in particular, in areas of access to health service facilities, as well as in all premises open to the public,in accordance with the provisions of the Minister for Public Administration's directive 25 February 2020, No 1, aremade available to staff, as well as users and visitors, disinfectant solutions for hand hygiene;

(g) in carrying out public and private competition procedures, appropriate organisational measures are taken to reduce close contact between candidates and ensure that participants can respect the distance of at least one metre between them, referred to in Annex 1, letter d);

(h) long-distance public transport companies take extraordinary measures to sanitise the means;

(i) Anyone who, from the fourteenth day before the date of publication of this decree, has entered Italy after staying in areas of epidemiological risk,as identified by the World Health Organization, or has passed through and has stayed in the municipalities referred to in Annex 1 to the decree of the President of the Council of Ministers 1 March 2020, and subsequent modifications, must communicate this circumstance to the department of prevention of the relevant health company. general medical or paediatrician or paediatrician of free choice. 2. The public health provider and the territorially competent public health services provide, on the basis of the communications referred to in paragraph 1, letter i), to the prescribing of home stay, as follows:

(a) contact by telephone and take information, as detailed and documented as possible, about the living areas and the route of the trip made in the previous fourteen days, for the purpose of an adequate assessment of the risk of exposure;

3. The public health worker must also:

(a) ascertain the absence of fever or other symptoms of the subject to be placed in isolation, as well as any other possible cohabitants;

b) inform the person about the symptoms,the characteristics of contagion, the way the disease is transmitted, the measures to be implemented to protect any cohabitants in the event of symptoms;

c) thenform the person about the need to measure body temperature twice a day (in the morning and evening).

4. In order to maximise the effectiveness of the health procedure, it is essential to inform on the meaning, manner and purpose of home isolation in order to ensure maximum adherence and enforcement of the following measures:

(a) maintaining the state of isolation for fourteen days from the last exposure;

(b) prohibition of social contacts;

(c) prohibition on travel and travel;

d) obligation to remain achievable for surveillance activities.

5. In the event of symptoms, the supervisory person should:

(a) immediately notify your general practitioner or paediatrician of free choice and the public health provider;

b) wear the surgical mask provided at the start of the health procedure and move away from other cohabitants;

c) stay in your room with the door closed, ensuring adequate natural ventilation, waiting for the transfer to the hospital where necessary.

6. The public health worker arranges to contact the person on surveillance on a daily basis for information on his or her health. In the event of an appearance of symptoms, after consulting the general practitioner or paediatrician of free choice, the public health doctor proceeds according to the circular 5443 of the Ministry of Health of 22 February 2020, and subsequent modifications and integrations.

7. Throughout the country, the application of the health prevention measures referred to in Annex 1 is recommended.

Art. 3
(Measure Monitoring)

1. The Prefect is responsible for monitoring the implementation of the measures provided for by this decree by the relevant administrations.

Art. 4
(Final provisions)

1. The provisions of this decree take effect from the date of adoption of the same and are effective, except for several forecasts contained in the individual measures, until 3 April 2020.

2. From the date of the effectiveness of the provisions of this decree, Articles 3 and 4 of the Decree of the President of the Council of Ministers cease to have effect on 1 March 2020.

3. The measures under Articles 1 and 2 of the Decree of the President of the Council of Ministers 1 March 2020 remain in place,and subsequent amendments. In the territories mentioned in Annex 1, 2 and 3 to the decree of the President of the Council of Ministers 1 March 2020, and subsequent amendments, the measures referred to in this decree, where more restrictive, still apply cumulatively with any other measures provided for by those articles 1 and 2.

4. Land provisions of this decree apply to the Special Statute Regions and the autonomous provinces of Trento and Bolzano in accordance with their respective statutes and the relevant implementation rules.

Exhibit 1
Hygiene and sanitation:

  11. m) use the mask only if you suspect you are sick or if you are caring for sick people.
